About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 21 (VISN 21), has published a Special Notice of Intent to Sole Source a firm fixed-price contract to MEDICOM TECHNOLOGIES INC for peer-to-peer image sharing services. This solicitation (36C26126Q0333) was posted on January 14, 2026, and seeks to establish an electronic, bidirectional exchange platform for radiology exams, reports, and patient information between VA hospitals and community care partners. The procurement is being pursued as a sole source award under FAR 6.302-1, with the VA asserting that only one responsible source can satisfy agency requirements. The applicable NAICS code is 513210 (Software Publishers), with a $47 million size standard. The contract is structured as a base award plus four one-year options.

Interested contractors must submit a capability statement by January 19, 2026, at 12:00 PM PST to parmpreet.pannu@va.gov, addressing socioeconomic status, DUNS and CAGE codes, relevant project experience, and technical qualifications for delivering peer-to-peer image sharing services. While the VA invites responses to this notice of intent, it retains sole discretion to proceed with the sole source award and is not soliciting competitive bids. Prospective contractors must be registered in SAM and, if applying as a Veteran-Owned Small Business or Service-Disabled Veteran-Owned Small Business, must be VetCert certified by the SBA. The underlying requirement addresses current inefficiencies with physical media (CDs/DVDs) for image sharing, which the VA estimates costs between $163 million and $181 million annually and may impact patient care delivery. Implementation will occur through three concurrent workstreams focusing on information technology, application configuration, and outreach pathways.
