About this opportunity

The Department of Veterans Affairs (VA), specifically the Veterans Integrated Service Network 7, has issued a Special Notice of intent to sole source a contract for medical equipment to Veterans Healthcare Supply Solutions, Inc. The notice pertains to a new Indefinite Delivery Indefinite Quantity (IDIQ) contract for ManoScan AR 3D Probe equipment for the Gastroenterology Lab at the Charlie Norwood VA Medical Center in Augusta, Georgia. The procurement will replace an existing IDIQ contract that expires on August 16, 2025, with a new contract effective from August 17, 2025, to August 16, 2026. The medical equipment includes specialized probes capable of generating 256 points of measurement across 16 axial and 16 circumferential sensors, providing high-resolution manometry system capabilities. The contract will utilize NAICS code 339113 with a small business size standard of 800 employees.

Contractors interested in this opportunity may submit capability statements, proposals, or quotations by June 3, 2025, at 10 AM EST to Rudy.Cortinez@va.gov. While this is a notice of intent for a sole-source procurement, the VA will consider all submitted responses and retains discretion on whether to proceed with the sole-source award or introduce competition. To be eligible for award, prospective contractors must be registered in the System for Award Management (SAM). The VA has justified the sole-source procurement based on the proprietary nature of the Medtronic equipment, noting that no compatible brands are produced by U.S. manufacturers. The estimated procurement includes 2 ManoScan AR 3D Probes, 1 ManoScan ESO Z Catheter, and 3 HRM Catheter Extended Warranties. The VA emphasizes that this notice is not a request for competitive quotes, but rather an opportunity for interested parties to demonstrate their capabilities to meet the specified requirements.
