About this opportunity

The Department of Veterans Affairs Veterans Health Administration (VHA), Network Contracting Office 16, has issued a Special Notice announcing its intent to award a sole-source contract for specialized medical equipment at the Michael E. DeBakey VA Medical Center in Houston, Texas. The procurement involves six L15 High-frequency Ultrasound Imaging Probes that are essential for open-heart surgical procedures. The government intends to negotiate exclusively with Medistim USA Inc., which has been determined to be the only vendor capable of providing the required probes based on market research and previous acquisition history. This will be a firm fixed-price, non-personal services contract conducted under Federal Acquisition Regulation Parts 12 and 13. The procurement falls under Product Service Code 6515 for Medical and Surgical Instruments and NAICS Code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing.

The purpose of this procurement is to replace expired epiaortic ultrasound probes that are necessary for every open-heart surgery at the medical center, with one probe having expired and another nearing its 100-use capacity limit. The probes must reduce the risk of surgical complications including early graft failure, stroke, myocardial infarction, and recurrent angina, while enabling sensitive diagnosis of aortic disease and meeting sterilization standards. Although this is not a competitive procurement, interested parties who disagree with the sole-source determination may submit a letter of interest demonstrating their technical expertise, certifications, and authorization to compete by August 12, 2025, at 3:00 PM Central Time. All responses must be emailed to Contracting Officer Joseph Warren with the solicitation number in the subject line, as telephone inquiries will not be accepted. The government reserves the right to verify any submitted documentation with the original equipment manufacturer and will use received information solely to determine whether to conduct a competitive procurement instead.
