DESCRIPTION
The Department of Veteran Affairs, Veterans Health Administration (VHA), Network Contracting Office (NCO) 16, intends to negotiate and award a sole-source, firm fixed price, non-personal services contract replacement epiaortic US probes which are necessary for every open-heart surgery for the Michael E. DeBakey VA Medical Center (MEDVAMC), Houston TX.
This procurement is being conducted under Federal Acquisition Regulation (FAR) Parts 12 and 13. The Government intends to negotiate with only one source under the authority of FAR 6.302-1.
The Michael E. DeBakey VA Medical Center (MEDVAMC), Houston TX has a requirement for a contractor to provide a quantity of six (6) L15 High-frequency Ultrasound Imaging Probe. Based on market research and previous acquisition history, it has been determined that Medistim USA Inc. is the only vendor capable of providing the required probes.
This notice of intent is not a request for competitive proposals, quotations, or expressions of interest. However, interested parties who disagree with this action may submit a letter of interest that demonstrates your firm’s technical expertise, certifications, and authorization to compete for this acquisition to include a rationale for why you should be considered. The Government reserves the right to vet/verify any documentation submitted with the OEM to certify its authenticity. This notice will be distributed solely through this website. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this acquisition. The Product Service Code (PSC) is 6515, edical and Surgical Instruments, Equipment, and Supplies. The North American Classification System Code (NAICS) is 334510 Electromedical and Electrotherapeutic Apparatus Manufacturing.
Interested parties may identify their interest solely via email to Contracting Officer, Joseph Warren, joseph.warren@va.gov no later than Tuesday, August 12, 2025, at 3:00 PM Central Standard Time (CST). When responding to this announcement, respondents should include the solicitation number above in the email subject line.
No telephone inquiries will be accepted nor will phone calls be returned. Only emailed responses will be considered. Information received will be utilized solely for determining whether to conduct a competitive procurement. A determination not to compete this proposed acquisition based upon responses to this notice is at the sole discretion of the Government.
SCOPE OF WORK AND GENERAL SPECIFICATIONS
FOR Medistim Imaging Probes
1. Background: The Michael E. DeBakey VA Medical Center (MEDVAMC) is currently requesting replacement epiaortic US probes which are necessary for every open-heart surgery. One of the current probes has expired due to use, and the second is reaching its capacity (100 uses).

3. Supply Specifications – Requirements:
· Reduce the risk of early graft failure, stroke, myocardial infarction or recurrent angina
· Epiaortic imaging allows a sensitive, direct diagnosis of aortic disease, which can lead to modifications in intraoperative surgical management
· Designed to meet sterilization standards
1. Warranty and Support:
The warranty and support must cover all components of the requirement in accordance with standard manufacturer’s warranty
