About this opportunity
The Department of Veterans Affairs Veteran Health Administration, Prosthetics Sensory Aids Service (PSAS) is seeking vendors for hydraulic and electric patient lifts and slings to establish a reliable supply source for VA Medical Centers nationwide. This pre-solicitation notice targets businesses classified under NAICS code 339113 (Surgical Appliance and Supplies Manufacturing) and invites interested vendors to participate in an Industry Day event tentatively scheduled for December 1-5, 2025. Vendors must demonstrate their capabilities by submitting company information, socioeconomic status, business size classification, and responses to 16 detailed questions addressing product features, manufacturing locations, warranty processes, delivery capabilities, supply chain adaptability, and commercial market pricing. The evaluation criteria focus on vendor capacity to provide reliable product demonstrations, understanding of VA requirements, and ability to serve the entire VA system consistently. The deadline for vendor submissions is November 21, 2025, at 1:00 PM EST to Contracting Officer Brian Love and Contract Specialist Noel Echevarria.
This notice is designated for all business sizes with no set-aside restrictions applied. No current contractor information or specific award values are disclosed in this pre-solicitation notice, which serves primarily as market research and vendor capabilities assessment rather than a commitment to award a contract. Interested vendors are expected to provide 2-3 patient lifts for physical demonstration along with corresponding standard bathing slings, with each vendor receiving 1 to 1.5 hours for oral presentation and discussion during the Industry Day event. The specific technical requirements and performance standards have not been finalized as of this notice date. If a government shutdown remains in effect during the scheduled Industry Day period, the VA will provide additional details regarding whether the event will be conducted in person or virtually.
