About this opportunity

The Department of Veterans Affairs Veterans Health Administration, Veterans Integrated Service Network 1, has issued a Special Notice (36C24126Q0352) announcing its intent to award a sole-source contract to Transonic Systems, Inc. for hemodialysis flow monitoring equipment. This notice, posted on March 30, 2026, pertains to medical equipment required by the VA Providence Medical Center in Providence, Rhode Island. The procurement is being conducted pursuant to 10 U.S.C. 2304(C)(1), which permits sole-source awards when only one responsible source can satisfy agency requirements. The Government has determined that Transonic Systems is the only manufacturer of a standalone portable hemodialysis flow system that meets the VA's specialized medical needs without requiring additional intravenous lines.

The purpose of this sole-source procurement is to obtain two HD03 Monitors, two H4FX Sensors, and two Patient Measurement Modules to enable critical real-time monitoring of hemodialysis patient parameters, including flow, volume measurements, and vascular access health assessment. Interested parties who believe competition would benefit the Government may submit clear and convincing evidence to support their position by April 7, 2026, at 11:00 AM Eastern Standard Time to Kim McCarthy, Contracting Specialist, at kim.mccarthy@va.gov. While this is not a competitive solicitation and no specific eligibility criteria are outlined for potential competitors, any responding party must demonstrate substantial evidence that alternative sources exist and that competition would provide tangible benefits to the Government. The contract will be awarded on a firm-fixed price basis, and the Government retains sole discretion to determine whether to proceed with the sole-source award or open the requirement to competition based on responses received.
