The Department of Veterans Affairs Veterans Integrated Service Network 1 issued a notice of intent to award a sole-source contract to Codonics, Inc. for a Codonics Safe Label System at the Boston VA Medical Center by August 31, 2026, 11:00 AM Eastern Standard Time. The procurement is restricted to Codonics under FAR 6.103-1 authority; the Government determined no other responsible source can satisfy the requirement. The Codonics Safe Label System is an FDA-approved Class II medical device that reduces medication errors through barcode technology and provides audible alerts at the point of care. The system reads vials and ampoules, generates visual and audible drug identification, and produces Joint Commission-compliant labels for integration with electronic health records. Use cases include operating rooms, intensive care units, post-anesthesia care units, patient floors, medication prep stations, and pharmacies. Codonics is the sole manufacturer of a system meeting VHA Directive 1195 requirements for audible alerts on high-alert medications, and it is the only anesthesia safe labeling product tested and validated for mounting on Omnicell Anesthesia WorkStations currently deployed at the facility. Market research across SBA, SAM.gov, GSA, SCMC, and AddsUp databases identified no competing sources. The contract will be firm fixed-price. NOTICE OF INTENT TO AWARD SOLE SOURCE

This is a notice of intent to award a sole-source contract pursuant to RFO FAR 6.103-1, only one responsible source and no other supplies or services will satisfy agency requirements.

The Department of Veterans Affairs Medical Center located at 1400 VFW Parkway, Boston, MA 02132 has a requirement for a Codonics Safe Label System. The Government intends to award a firm fixed-price sole source contract to Codonics, Inc.

A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. This notice of intent is not a request for competitive proposals. This is a written notice to inform the public of the Government s intent to award on a sole source basis.

Interested parties may identify their interest and capability to respond to the requirement. Any response to this notice must show clear and convincing evidence that competition will be advantageous to the Government.
