About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 15 is conducting market research through a Sources Sought Notice for bone mill equipment to be used at the Harry S. Truman Veterans Affairs Medical Center. The procurement seeks brand name or equal Stryker bone mills, including delivery, labor, installation, and integration support to be completed on-site by the vendor. Interested contractors must submit written responses by March 6, 2026, at 11:00 a.m. Central Time to Contract Specialist Danzel Streets at Danzel.Streets@va.gov. Responses must include company name, address, point of contact, phone, email, UEI number, CAGE Code, small business designation, and a detailed capability statement demonstrating technical expertise and functional area experience. Offerors must also indicate whether they hold applicable GSA Federal-Supply-Schedule or Indefinite Delivery/Indefinite Quantity (IDIQ) contracts, and if not the manufacturer, must provide an Authorized Distributor Letter from Stryker. This is a market research notice and does not obligate the government to award a contract.
The procurement includes no set-aside designation, though the VA Veterans First Contracting Program establishes priority for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran-Owned Small Businesses (VOSBs), with SDVOSB preferences taking precedence. The specific equipment requirements include two Bone Mill + Base units, two Mill Cables, two Bone Mill Plus Trays, and four Bone Mill + Software units. The NAICS code 339112 (Surgical and Medical Instrument Manufacturing) applies with a 1,000-employee small business size standard. SDVOSB and VOSB vendors must be registered in the SBA VetCert database. No incumbent contractor or specific award value has been identified in this Sources Sought Notice, as the government is gathering market intelligence to inform acquisition decisions and identify qualified vendors capable of fulfilling this requirement.

VA Contracting Officers utilize the following guidance in determining set-aside preference for VA contracts:
VA VETERANS FIRST CONTRACTING PROGRAM 38 U.S.C. 8127 and 8128 AND IMPLEMENTATION OF U.S. SUPREME COURT RULING
Unique VA Contracting Authority The VA Veterans First Contracting Program and preference for SDVOSBs and VOSBs
Sections 502 and 503 of Public Law 109-461, the Veterans Benefits, Health Care, and Information Technology Act of 2006 as amended (38 U.S.C. 8127-8128) established a VA-specific program which gives priority and preference in the award of VA contracts to
· SDVOSBs, and
· VOSBs, in that order
The program is known as the VA Veterans First Contracting Program and is implemented under VAAR Subpart 819.70. VA Veterans First Mandate for the VA Rule of Two
· Under 38 U.S.C. § 8127(d)(1), when using competitive procedures, VA must set aside procurements for VOSBs if a contracting officer has a reasonable expectation that two or more small businesses owned and controlled by veterans will submit offers and that the award can be made at a fair and reasonable price that offers the best value to the United States. This is known as the VA Rule of
Two. The Supreme Court has ruled that 38 U.S.C. §8127(d)(1) is mandatory, not discretionary and its text requires the Department to apply the Rule of Two to all contracting determinations.
· Specifically, the VA hierarchy and contracting order of priority places highest priority with SDVOSB then VOSB before other small business categories such as, 8(a), and HUBZone programs, or Women-Owned Small Business (WOSB), and then all other small businesses
