About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is seeking quotations for the procurement of a Duet EP/OAE auditory diagnostic system manufactured by Intelligent Hearing Systems to enhance audiological diagnostic capabilities at the Lebanon VA Medical Center. This brand name only procurement requires a specialized two-channel system that combines auditory brainstem response (ABR) and otoacoustic emissions (OAE) testing capabilities to replace existing equipment and support VA audiologists in improving veteran care. All offerors must provide a Letter of Authorization from the Original Equipment Manufacturer confirming their status as an authorized reseller, distributor, or partner, and any quotation lacking this valid authorization will be automatically eliminated from consideration. The evaluation will be based on price only, with the government reserving the right to make an award to the most advantageous offer. Quotations are due by June 20, 2025, at 4:30 PM EST and must be submitted via email to Contract Specialist Nathan Lohr at nathan.lohr@va.gov.
This procurement does not utilize any set-aside designation and is sized for businesses with up to 1,250 employees under NAICS code 334510 for Electromedical and Electrotherapeutic Apparatus Manufacturing. The acquisition includes multiple line items beyond the primary Duet system, such as a PC printer, notebook computer, auxiliary sound output channels, software, and various related accessories and probes, with all items required to be delivered within 45 days after receipt of order. The procurement value falls above the micro-purchase threshold but does not exceed the Simplified Acquisition Threshold of $250,000, as indicated in the single source justification documentation. Market research conducted by the VA revealed that none of the initially contacted vendors were authorized by the Original Equipment Manufacturer to distribute the equipment, leading to this brand name only solicitation. Performance will take place at the Lebanon VA Medical Center in Lebanon, Pennsylvania, where the specialized auditory diagnostic equipment will be installed and utilized by VA medical staff.
