About this opportunity
The Department of Veterans Affairs Veterans Integrated Service Network 15 is conducting market research through this Sources Sought announcement to identify qualified suppliers of flexible inspection scopes (borescopes) for the Topeka and Leavenworth VA Medical Centers. These flexible inspection scopes are intended for inspecting medical and surgical instrumentation, particularly GI endoscopes, with capability to accommodate small channels ranging from 0.6mm to 1.9mm in diameter. Prospective vendors must demonstrate compliance with the Buy American statute, provide evidence of authorization as a service provider from the original equipment manufacturer, and submit detailed capability statements with product brochures including specifications. Respondents must be registered in the System for Award Management (SAM.gov) and complete electronic annual representations and certifications to be considered for any subsequent award. The deadline for submitting responses to this Sources Sought announcement is April 6, 2026, at 11:00 AM Central Time, with the contracting officer Betty Flores available at veronica.flores@va.gov for inquiries.
This announcement carries no set-aside designation and does not obligate the government to award a contract, as it is market research only. Required features include zero-degree angle of view, adjustable brightness controls, a handpiece for image capture, white balance capability, USB Type-A connectivity, and compatibility with digital inspection scope cameras. Deliverables must encompass software updates, policy and procedure documentation, and in-service training with continuing education units for technician staff. STATEMENT OF REQUIREMENTS
Background: The Topeka and Leavenworth VA Medical Centers require flexible inspection scopes. The flexible inspection scope is intended for inspection of any medical or surgical instrumentation.
General Description of Performance Requirements and Features of the System: The Flexible Inspection Scope is a type of video borescope that includes a distal tip composed of a light source and camera lens at the end flexible shaft that comes in various lengths and sizes. A borescope is a piece of equipment used to inspect the inside of an instrument through a small opening (lumen/channel) found on that instrument. It may be used on the outside or inside surfaces of instruments including those such as arthroscopy routers, shavers, reamers, flexible endoscopes and other lumened items.
According to AAMI ST91 1, healthcare facilities should establish a comprehensive quality assurance and safety program to monitor all aspects of endoscope processing. This program should incorporate both visual inspections and testing of the equipment to identify conditions that may affect the cleaning or disinfecting processes. Visual inspection alone may not be sufficient for assessing the efficacy of cleaning processes. Use of enhanced visualization methods, including inspection with a borescope, such as the Flexible Inspection Scope (FIS), is being incorporated into current standards and recommendations. Visual inspection of the equipment should include the following:
