About this opportunity

The Department of Veterans Affairs, Network Contracting Office 10, intends to negotiate a sole source purchase order with S.S. White Technologies Inc. for two bone cement removal systems by August 17, 2026 at 10:00 AM Eastern Time. The procurement supports the Ann Arbor VA Medical Center and will be conducted under Simplified Acquisition Procedures and FAR 12.102, precluding competition.

The requirement encompasses two complete S9 Cement Removal Systems with associated specialized surgical instrument trays containing 34 line items—including various chisels, drills, extractors, handles, mallets, and cases designed for orthopedic joint revision surgeries. The VA estimates usage of approximately two times per month and anticipates the ergonomic instrument sets will reduce operating room time, decrease infection risk, reduce anesthesia exposure, and minimize surgeon fatigue. Delivery is to the Ann Arbor VA Medical Center at 2215 Fuller Road, Ann Arbor, Michigan 48105, with the period of performance extending through the life of the instruments. The contract is anticipated to be firm fixed price.

Any entity seeking to challenge the sole source determination must submit clear and convincing evidence that competition would be advantageous to the Government by the response deadline. Contracting Officer Percy Johnson (percy.johnson2@va.gov) is the point of contact. NAICS code 339113, PSC 6515.

Statement of Work

Introduction: Surgery Orthopedic Service is requesting the purchasing of 2 Shukla Nail Universal Bone Cement Removal System Instrument Sets

Background: This is an instrument tray that has all the necessary items in it to facilitate removal of bone cement so that orthopedic implants can be removed and a revision procedure can be done.

This set also reduces the risk of infection to patients, reduces time spent under anesthesia, and has an ergonomic design to them, to reduce surgeons stress, fatigue, and slippage

Task: Supporting the Surgical dept. needs by supplying 2 more trays to ensure continue care without interruption to patient safety and care.
