About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7, through the VA Columbia Healthcare System, is seeking to procure an nCare Image Management System manufactured by Olympus America for Speech Pathology services at the Ralph H. Johnson VA Medical Center in Charleston, SC. The equipment is intended to improve access to swallow studies for medically fragile inpatients who cannot undergo standard Modified Barium Swallow Studies due to their medical condition or body habitus, replacing current end-of-life equipment to ensure uninterrupted veteran services. This is an intent to sole source notice to Alliant Enterprises, LLC, the authorized distributor of Olympus equipment, though the VA will consider capability statements from other contractors that can demonstrate equivalent functionality to the nCare system's unique self-contained operation capability or network connectivity features. The procurement falls under NAICS code 339112 with a small business size standard of 1,000 employees, and interested parties must submit responses by July 25, 2025, at 5 PM EST to Contracting Officer Joseph Locke. The VA retains full discretion in determining whether to proceed with sole source procurement or open competition based on received responses.
This procurement does not utilize any set-aside designation and identifies Alliant Enterprises, LLC as the intended sole source contractor serving as the authorized distributor for Olympus America equipment. The solicitation includes 13 line items encompassing high-definition LED monitors, trolley sets, video laryngoscopes, content management licenses, and 4K video recording systems, with quantities ranging from 1 to 2 units per item depending on the specific component. The estimated award date is June 30, 2025, though this appears inconsistent with the current solicitation timeline posted in July 2025. Performance will take place at the Ralph H. Johnson VA Medical Center located at Charleston Center Dr, Charleston, SC 29401, with the equipment specifically designated for Speech Pathology department use. All prospective contractors must maintain active registration in the System for Award Management (SAM) to be eligible for award consideration.

The Department of Veterans Affairs, VA Columbia Healthcare System located at 6439 Garners Ferry Road, Columbia, SC 29209 on behalf of the Charleston, SC VA Medical Center, located at 109 Bee Street, Charleston, SC 29401 intends to make a direct award to Alliant Enterprises, LLC. DBA: Alliant Healthcare Products located at Grand Rapids, Michigan, 49505 acting as the authorized distributor of Olympus equipment for the purchase of the nCare Image Management System, which is manufactured by Olympus America. Olympus America is located at 3500 Corporate Parkway, Center Valley, PA 18034. The equipment requested is for Speech Pathology. The equipment is to improve access to swallow studies for inpatients who are too medically fragile or have body habitus that makes them inappropriate for Modified Barium Swallow Study (MBSS). A Justification for Other than Full and Open Competition (JOFOC) has been prepared in the contract file. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTES. However, Contractors may submit a capability statement, proposal, or quotation which shall be considered by the contracting officer whether to continue with the sole source procurement or to provide for competition after identification of a MBSS system/equipment with the same functionality of the nCare Image Management System be made. All interested parties shall submit clear and convincing documentation demonstrating their capabilities to satisfy the requirement listed to forward responses by e-mail to Joseph Locke, Contracting Officer, joseph.locke@va.gov. Responses received will be evaluated; however, a determination by the Government not to compete with the proposed procurement based upon responses received to this notice is solely within the discretion of the Government.
