About this opportunity
The Department of Veterans Affairs Network Contracting Office 16 has issued a Special Notice announcing its intent to award a sole-source, firm-fixed-price consignment contract to Bard Peripheral Vascular, Inc. for Covera Vascular Covered Stents. The contract is designated for the Michael E. DeBakey VA Medical Center's Interventional Radiology Department in Houston, Texas, and falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing. The VA has determined through market research that only Bard Peripheral Vascular can provide the required brand name products via consignment agreement, justifying the sole-source procurement under FAR 6.302-1. The notice emphasizes that this is not a competitive solicitation or request for proposals, but rather an announcement of intent to proceed with a single vendor.
The primary purpose of this procurement is to establish a consignment inventory of various sized Covera Vascular Covered Stents specifically needed for treating stenoses in venous outflow of arteriovenous fistulas and grafts in hemodialysis patients. Interested parties have until 4:00 PM CST on September 3, 2025, to submit responses demonstrating their capability to meet the requirement to contract specialist Frank Sanders. Prospective contractors must be registered in the System for Award Management (SAM) and must be an Original Equipment Manufacturer, authorized dealer, distributor, or reseller. The contract structure includes a base period of one year with four potential one-year option periods, and the VA reserves the right to cancel the consignment agreement at any time. Any responses submitted will be evaluated solely to determine whether the VA should conduct a competitive procurement instead of proceeding with the intended sole-source award.
