About this opportunity
This Special Notice announces the award of a contract for patient bedside monitors and installation services to Philips North America LLC by the Department of Veterans Affairs Veterans Integrated Service Network 23. The contract was awarded on March 30, 2026, with a total value of $422,994.87. The award covers the procurement of 22 replacement Philips MX750 bedside monitors along with all associated accessories, software, licenses, and installation services. The contracting office is located in Coralville, Iowa, and the point of contact is Contracting Specialist Jennifer Watkins-Schoenig. This notice was initially posted as a solicitation with an April 6, 2026 response deadline, and has since been converted to an award notification following the contract's execution.
The acquisition was conducted under the Multiple-Award Schedule Program through an existing GSA Federal Schedule Services contract with Philips Healthcare valid through January 31, 2030. The VA pursued this award based on a Limited Sources Justification citing material and service compatibility requirements under FAR 8.405-6(b), as the Philips MX750 monitors are essential for compatibility with existing VA systems including the Patient Information Center (PIC iX), Intellivue modules, and wearable telemetry devices. Prior market research and a Sources Sought Notice published in August 2025 confirmed that no other domestic products met the technical requirements without necessitating system configuration changes that would violate VA Directive 6500.6 and delay implementation significantly. An SDVOSB set-aside competition was also conducted, but AvMedical, the only responsive SDVOSB offeror, again offered the Philips MX750 as the only viable solution. The justification was certified by the Contracting Officer on December 31, 2025, and approved by the Branch Chief on January 21, 2026, establishing the legal and procedural foundation for the award.
