About this file
This is a Limited Sources Justification document for a federal acquisition order issued under the Multiple-Award Schedule Program by the Department of Veterans Affairs, Network/Program Contracting Office 23, in support of the VA Central Iowa Health Care System.
The acquisition seeks 22 replacement bedside monitors (Philips MX750) with all accessories, software, licenses, and installation services through a single order placed against FSS Contract Number 36F39720D0042 with Philips Healthcare, located at 414 Union St, Nashville, TN 37219. The justification invokes FAR 8.405-6(b) (items peculiar to one manufacturer) based on material/service compatibility requirements. The Philips MX750 monitors are required due to their compatibility with existing Philips monitoring systems, including the Patient Information Center (PIC iX), Intellivue modules, and wearable telemetry devices (MX40). The document states that no other domestic products meet the salient characteristics without requiring configuration changes to VA systems, which would violate VA Directive 6500.6 and delay implementation by up to one year.
Extensive market research conducted in June 2025 included SBA DSBS and VetCert database queries, ADDSUP database searches, and GSA FSS schedule reviews. A Sources Sought Notice was published August 7–14, 2025, yielding only one response from AvMedical (SDVOSB) offering the Philips MX750. A subsequent RFQ with SDVOSB set-aside (August 20–27, 2025) received two offers: Veterans First Medical Distribution submitted an incompatible domestic product, while AvMedical again offered the Philips MX750, which met all technical requirements. The Head of Contracting Activity declined to sign a nonavailability waiver and directed the acquisition proceed via Philips' existing FSS/GSA contract valid through January 31, 2030. The justification was certified by the Contracting Officer on December 31, 2025, and approved by the Branch Chief on January 21, 2026.
