About this opportunity
The Department of Veterans Affairs Technology Acquisition Center seeks an Indefinite Delivery/Indefinite Quantity contract for automated asset management using passive RFID and Bluetooth Low Energy technology, with proposals due August 17, 2026 at 2:00 PM Central Time. No set-aside applies.
Place of performance spans 11 VA Health Care Systems across California, Nevada, Hawaii, Oklahoma, and Montana. The solution must integrate existing CenTrak Active Real-Time Locating Systems, Zebra Passive RFID, Infor Location-Based Intelligence, and AgileRank aRTLS technologies with new BLE capabilities for medical equipment, non-expendable asset, and staff/patient location tracking. The contractor must achieve 95 percent room-level location accuracy and integrate bidirectionally with VA inventory systems (AEMS/MERS, IBM Maximo, Nuvolo), transmitting data to the Corporate Data Warehouse and generating reports through Microsoft Power BI.
The base period covers RFID expansion and pilot deployment across multiple Veterans Integrated Service Networks, including 60,000 UHF asset tags, 8 handheld scanners, 8 RFID printers, infrastructure devices, professional and technical service hours, onsite and remote training, asset tagging services for 20,000 units, and a single-site BLE pilot with 3,000 BLE asset tags. Three option years provide VISN-wide RFID sustainment and BLE pilot expansion, with Option 1 adding 5,000 BLE tags, Option 2 extending to all seven sites with 8,000 BLE tags, and Option 3 combining full RFID and BLE sustainment across all sites for years two through three.
The contractor must maintain formal teaming agreements or authorized reseller status with original equipment manufacturers, comply with HIPAA, FISMA, Zero Trust security controls, PIV/FICAM authentication, IPv6 support, and Trustworthy AI principles if applicable, and provide one-year manufacturer warranty with tiered help desk support responding within two hours and completing on-site service within 15 business days. The ordering period is four years from award, with individual task orders issued on a Firm Fixed Price basis. NAICS code is 541519; PSC is 6515. Contact Juan C. Perez, Contract Specialist, at Juan.Perez5@va.gov or 512-981-4467.
