About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 17 is soliciting proposals for Auto-Lock Rolling Supply Carts (NAICS 339112, PSC 6515) intended for the Emergency Department at Audie Murphy VA Hospital in San Antonio, Texas. The procurement requires vendors to supply 15 Armstrong supply carts with specific features including auto-lock systems with key override, aluminum construction, five-inch Tente swivel casters, removable colored drawer fronts in beige, and powder coat paint finishes. Key contract requirements include provision of a 12-month warranty on repairs, an authorized distributor letter from the Original Equipment Manufacturer, technical capability documentation, and firm-fixed pricing for all line items. The Government will evaluate proposals using a Lowest Price Technically Acceptable source selection process, with consideration given to technical completeness, price reasonableness, and country of manufacture—with United States-manufactured products receiving priority, followed by trade agreement countries, then other countries. The solicitation was posted on March 19, 2026, with proposals due by March 26, 2026 at 8:00 a.m. Central Standard Time via email to michael.grier@va.gov.

This acquisition is structured as a 100% set-aside for Small Business concerns, with a size standard of 1,000 employees, limiting competition to eligible small business vendors. No incumbent contractor or current contractor information is specified in the solicitation documents. The contract period runs from April 6, 2026 through April 5, 2027, with delivery required within 90 days after receipt of order to the hospital warehouse under FOB Destination terms. The solicitation comprises six line items totaling 15 units of various components, though specific budget or award values are not disclosed in the available documents. Payment will be made by Electronic Funds Transfer upon receipt and acceptance of goods, with invoices submitted electronically through the Tungsten Network, and interested vendors may contact Contract Specialist Michael A. Grier at michael.grier@va.gov or 1-210-996-8817 for additional information.
