About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 10, operating through the Louis Stokes Cleveland Department of Veterans Affairs Medical Center in Cleveland, Ohio, has issued a Special Notice of Intent to Sole Source for Zoll AED Crash Carts. The notice announces the agency's intention to solicit and negotiate with only one vendor, After Action Medical and Dental Supply, LLC of Indianapolis, Indiana, under the authority of FAR 6.302-1(a)(2). The procurement involves specialized automated external defibrillator crash cart systems that are essential for emergency medical response at the Cleveland VAMC. The agency justifies the sole source approach based on the highly specialized nature of the existing IV workflow management system and compatibility requirements. This procurement falls under NAICS code 339112 for Surgical and Medical Instrument Manufacturing and PSC category 6515 for Medical and Surgical Instruments, Equipment, and Supplies.
The primary objective of this notice is to procure AED crash carts that are fully compatible with the existing Zoll R Series defibrillator system currently deployed at the Cleveland VAMC, which is the only defibrillator registered in NIST with FIPS 140.2 compliance. The selected vendor, After Action Medical and Dental Supply, LLC, is identified as the exclusive Service-Disabled Veteran-Owned Small Business vendor for Zoll Medical and holds proprietary rights to the system. Interested parties have until August 6, 2025, at 1700 hours EST to submit capability information demonstrating their ability to meet the agency's requirements, though the government reserves sole discretion in determining whether to open the procurement to competition. All inquiries must be submitted via email to Don Caldwell at don.caldwell@va.gov with "RFI 36C25025Q0808 Zoll AED Crash Carts" in the subject line. The agency emphasizes that new equipment must maintain interoperability with existing hardware and software systems, and that third-party vendors lack access to original equipment manufacturer parts, which could compromise system integrity.
