About this opportunity

The Department of Veterans Affairs, VISN 22 Long Beach Network Contracting Office, is conducting market research through this Request for Information (RFI) to identify potential sources for a Fluid Management System for the VA San Diego Healthcare System. The procurement specifically targets Baxter Healthcare's Starling non-invasive fluid management monitoring system, which provides continuous hemodynamic monitoring across multiple care settings including ICU, ED, RRT, and OR environments. The system must utilize non-invasive technology to assess stroke volume index, cardiac output, and other hemodynamic measurements without requiring central lines, arterial lines, or intubation. Potential vendors must demonstrate capabilities under NAICS code 339112 (Surgical and Medical Instrument Manufacturing) with a size standard of 1,000 employees, and provide detailed information about their business size status, FDA clearance, federal contract experience, and general pricing. Responses to this market research effort are due by September 4, 2025, at 4:00 PM PST, and must be submitted via email to the designated contract specialist.

This opportunity does not utilize any set-aside designation and is open to all qualified sources regardless of business size. The RFI specifically references Baxter Healthcare as the manufacturer of the desired CMMST5 Starling system, suggesting they may be the incumbent or preferred solution provider. The complete system includes a portable touch screen monitor (dimensions: H:8.7", W:11.4", D:7.4", weighing 9.5 lbs.), patient cables, power cables, sensors, a passive leg raise lift, and a roll stand, with the monitor featuring a 6-hour battery life. While no specific award values or budget ranges are disclosed in this market research phase, the RFI emphasizes that this is solely for information and planning purposes, with potential future solicitations or announcements possible based on the responses received. The government has made clear that responses are not considered offers and cannot form binding contracts, with all submission expenses being the responsibility of the responding vendors.
