About this opportunity
The Department of Veterans Affairs, Veterans Integrated Service Network 22, through the Phoenix VA Health Care System, is seeking market research on qualified sources capable of supplying two portable, battery-powered Electro-Surgical Analyzers. This Sources Sought Notice is designed to identify potential vendors meeting specific technical specifications, including an integrated oscilloscope, onscreen power profile analysis, onboard automation and data capture capabilities, and a full-color user interface. The analyzers must support high current testing up to 6 Ampere RMS and enable testing of both cut and coagulation features via remote foot switch control. The VA will evaluate responses to determine vendor size classifications, including HubZone, 8(a), small business, small disadvantaged business, veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB) designations under NAICS code 334516. Responses must be submitted by April 29, 2026, at 10:00 AM Pacific Time to Contract Specialist Jasmine Pressley-Barnard at jasmine.pressley-barnard@va.gov or 602-860-7808.
This Sources Sought Notice is not a set-aside competition; however, if market research identifies two or more certified VOSB or SDVOSB firms capable of performing the work, the VA may set aside the underlying solicitation per 38 U.S.C. § 8127. No incumbent contractor or award value information is disclosed in this preliminary notice. The requirement calls for brand name or equal products, meaning vendors may propose equivalent alternatives meeting the specified technical parameters. The analyzers must support a power range of 0-500W, current range of 0-6000mA, voltage range of 0-700V, and include a non-inductive load bank with 0-511.5 Ohms capability. Following responses to this Sources Sought Notice, the VA will announce a formal solicitation separately on SAM and/or GSA eBuy, and responses to this notice will not be considered adequate responses to the subsequent solicitation.
