The analyzers must support high current testing up to 6 Ampere RMS, feature a non-inductive load bank (0-511.5 Ohms), variable and fixed load capability, power range of 0-500W, current range of 0-6000mA, voltage range of 0-700V, crest factor range of 1.4-20, bandwidth of 30-2.5MHz with load bank, 100Hz high pass filter, and full IEC 60601-2-2 leakage test compliance.

The contracting office is located in Long Beach, California (90815), while the place of performance is the Phoenix VA Health Care System (85012). The VA will use responses to determine size classifications including HubZone, 8(a), small business, small disadvantaged business, veteran-owned small business (VOSB), and service-disabled veteran-owned small business (SDVOSB) certifications relative to NAICS code 334516 with 1,000-employee size standards. If market research identifies two or more certified VOSB or SDVOSB firms capable of performing the work, the VA may set aside the underlying solicitation per 38 U.S.C. § 8127. This Sources Sought Notice is not a solicitation; responses do not constitute adequate responses to future solicitations, which will be announced separately on SAM and/or GSA eBuy.
