About this opportunity

The Department of Veterans Affairs Enterprise Procurement Office intends to issue Request for Proposal 36E79727R0007 for an unrestricted procurement of Sacubitril-Valsartan tablets, with a pre-solicitation response deadline of November 3, 2026. One contract will be awarded to a single responsible offeror capable of providing uninterrupted supply to the VA (inclusive of Consolidated Mail Order Pharmacies and State Veterans Homes), Department of Defense (inclusive of Tricare Mail Order Pharmacies), Bureau of Prisons, Indian Health Service, and Federal Health Care Centers. The contract period runs one year plus four pre-priced one-year option periods, with distribution through VA and DoD Pharmaceutical Prime Vendor Programs.

Offerors must supply the drug under the exact brand name appearing on the label and possess a unique NDC number assigned to that offeror; the contractor's label will be the only label on the product, with VA labels required to adhere securely on top without covering existing labels. Bottles must meet minimum specifications: 120 cubic centimeter volume, cylindrical body, 5.75-inch minimum circumference, and accommodation for labels measuring 5.25 by 2 inches, with an additional 0.5 inches of space for barcode exposure. One or more items are subject to World Trade Organization Government Procurement Agreement and Free Trade Agreement requirements. A market research questionnaire has been released to gather supplier capability and pricing intelligence prior to formal RFP issuance.
