About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 10 (VISN 10) at the Indianapolis VAMC has published a Notice of Intent to Sole Source contract for BioFire reagent kits and diagnostic panels. This Special Notice, issued on November 13, 2025, announces the VA's intention to negotiate exclusively with BioMérieux, Inc., located in Salt Lake City, Utah, under Simplified Acquisition Procedures and FAR Part 6.302-1 authority for an only-one-responsible-source procurement. The contract pertains to in-vitro diagnostic substance manufacturing (NAICS 325413) and is classified under the Drugs and Biologicals category (PSC 6505). The VA's Indianapolis Pathology Lab requires these specialized reagent kits to conduct PCR diagnostic testing using BioFire FilmArray and BioFire FilmArray Torch instruments. This announcement represents the government's belief that BioMérieux possesses unique capabilities necessary to meet the facility's specific diagnostic requirements.

The objective of this sole-source procurement is to secure multiple diagnostic panel kits, including Respiratory Panel RP2.1 (16 units), Meningitis Panel (5 units), Pneumonia Panel (4 units), BCID2 (16 units), and GI PCR Panel (30 units) for a contract period from December 1, 2025, through November 30, 2026, with four one-year renewal options. The critical deadline for stakeholders to submit evidence challenging the sole-source approach is 12:00 pm on Friday, November 21, 2025; responses must demonstrate clear and convincing evidence that competition would benefit the government. This notice is not a competitive solicitation or request for proposals, and no solicitation package is currently available. Only vendors who can present substantive objections to the sole-source justification are eligible to participate in this process. Interested parties should direct inquiries to Rachel MacRae at rachel.macrae@va.gov.
