About this opportunity
The Department of Veterans Affairs National Acquisition Center is soliciting offers for the supply of Montelukast Sodium Chewable Tablets in multiple strengths (4mg and 5mg) and package sizes (30, 90, and 1,000 count bottles) through the Pharmaceutical Prime Vendor Programs. This is an unrestricted commercial products solicitation under NAICS code 325412 (Pharmaceutical Preparation Manufacturing) with PSC code 6505. Offerors must meet stringent pharmaceutical requirements, including FDA approval verification, acceptable Current Good Manufacturing Practice (cGMP) status from FDA-inspected facilities, unique 11-digit National Drug Codes (NDC), and compliance with Drug Supply Chain Security Act (DSCSA) serialization and tracking requirements. Packaging must meet specific standards including unit-of-use bottles with safety caps, minimum 120cc volume, cylindrical design with specified dimensions, and linear barcode labeling per GS1-128 or HIBCC standards. The original offer submission deadline was March 3, 2026, at 2:30 PM Central Time; however, this has been extended to March 10, 2026, at 2:30 PM Central Daylight Time, and all offerors must acknowledge receipt of this amendment to avoid rejection.
This acquisition carries no small business set-aside designation. The contract includes a one-year base ordering period with four one-year option periods for a maximum five-year performance period, with estimated annual usage of approximately 29,234 bottles across all participating agencies (VA, DoD, Indian Health Service, Bureau of Prisons, Federal Health Care Center, and State Veteran Homes). Offerors must submit pricing for all line items across the base year and all option years, inclusive of a mandatory 0.5% Cost Recovery Fee, and those exceeding $900,000 in contract value must submit an approved subcontracting plan with minority veteran business goals. Contractors must establish business-to-business agreements with designated PPV contractors (McKesson for VA; McKesson, Cencora, Cardinal Health, and DMS Pharmaceutical Group for DoD) within 60 days of contract award. Performance will be distributed across the VA and DoD pharmaceutical supply networks, with quarterly sales reporting and Cost Recovery Fee payments due within 30 days of each quarter end via electronic submission.
