About this opportunity

The Department of Veterans Affairs, Veterans Health Administration Veterans Integrated Service Network 8 (VA Caribbean Healthcare System) issued a Special Notice of Intent on April 24, 2026, to negotiate a non-competitive contract for Total Parenteral Nutrition (TPN) pharmaceutical supplies. The procurement is restricted to Baxter Healthcare Corporation, the Original Equipment Manufacturer, under the authority of FAR Part 12 Deviation Guidance and FAR Overhaul 12.102(a). This special notice falls under NAICS code 325412 (Pharmaceutical Preparation Manufacturing) with a Product Service Code of 6505 (Drugs and Biologicals), targeting firms with a size standard of 1,300 employees. The VA Caribbean Healthcare System requires specialized intravenous feeding solutions for patients requiring complete bowel rest or unable to obtain nutrition through a dysfunctional gastrointestinal tract.

The procurement objective is to obtain customized TPN solutions that deliver complete daily caloric requirements through parenteral macronutrients (carbohydrates, amino acids, and fats) and micronutrients (electrolytes, minerals, vitamins, and additives) tailored to individual patients. The VA emphasizes that this is a specialized delivery requirement where IV fluids must be maintained at cool temperatures and delivered within a short timeframe, as improper management could cause patient harm. Interested parties must submit responses demonstrating clear and convincing evidence that competition would be advantageous to the Government by 1:00 p.m. EST on Tuesday, April 28, 2026, via email to Carol Baez, Contract Specialist, at carol.baezrosario@va.gov. This notice is not a competitive solicitation, and no solicitation package is currently available. Only vendors who can demonstrate substantial competitive advantages and meet the stringent cold-chain and delivery requirements are eligible to participate.
