About this opportunity

The Department of Veterans Affairs National Acquisition Center is seeking offers for Fluticasone/Salmeterol inhalation powder in three dosage strengths: 100mcg/50mcg (371,019 estimated annual canisters), 250mcg/50mcg (1,479,360 canisters), and 500mcg/50mcg (504,192 canisters). Each product must be supplied in 60-dose, 30-day supply canisters and meet specific requirements including unique National Drug Code (NDC) and Abbreviated New Drug Application (ANDA) numbers, FDA approval documentation, current acceptable cGMP status verification, and packaging compliant with GS1-128 or HIBCC standards. Offerors must submit pricing inclusive of a 0.5% Cost Recovery Fee with unit prices limited to two decimal places, and non-manufacturers must provide a Letter of Commitment from the manufacturer. All other than small business concerns must submit an approved subcontracting plan for this contract valued over $900,000. The revised proposal submission deadline is March 18, 2026 at 2:30 PM Central Time, with Amendment 0002 correcting the annual estimate for Line Item 1 and Amendment 0001 extending the original March 9 deadline to March 16, then to March 18.

This is an unrestricted acquisition with no set-aside designation, and one award will be made in the aggregate for all three line items for a base year plus four one-year option periods, making this a five-year contract. The products will serve as the primary supply source for the VA, Department of Defense, Indian Health Service, Bureau of Prisons, Federal Health Care Center, and State Veterans Homes through Pharmaceutical Prime Vendor programs, with distribution to approximately 31 VA and 25 DoD distribution centers nationwide. Contractors must establish and maintain business-to-business agreements with PPV contractors within a maximum 60-day implementation period and register products with the FDA, First Databank, Medispan, and Cerner Multum within five calendar days of contract award. The estimated annual volumes across all three line items total 2,354,571 canisters, with quantities remaining constant for the base year and each of the four option years. Performance involves nationwide pharmaceutical supply distribution through existing government distribution infrastructure, with contractors required to maintain manufacturing facility consistency unless approved otherwise by the Contracting Officer.
