About this opportunity

This is an unrestricted RFQ issued as a combined synopsis/solicitation for commercial items; no separate written solicitation will be issued.
Place of performance is the Philadelphia VA Medical Center, 3900 Woodland Avenue, Philadelphia, PA 19104. The contractor must hold Nuclear Regulatory Commission licensure. FDG is used as a tracer in PET/CT scans for cancer detection, infection/inflammation evaluation, and brain/heart function assessment.
The period of performance is October 14, 2026 through October 13, 2031 (base year plus four one-year options). Estimated volume is 1,000 units per year at FOB Destination. Deliveries must occur Monday–Friday during normal business hours, with routine orders fulfilled by next business day by 8:00 AM and priority orders (estimated five per year) within two hours. Routine FDG calibration and delivery times range from 8:00 AM through 1:30 PM at 30-minute increments; the preferred dose size is 10 millicuries. Historical usage averages 4–6 doses ordered per day.
The contractor must accept and provide full credit for unused, damaged, or recalled products; provide properly labeled unit doses with barcodes compatible with the facility's Pinestar NMIS; invoice monthly; and furnish reimbursement capabilities. Quotes must include technical capabilities documentation, pricing by line item with OEM name and part number, country of origin, and up to three past performance references within the past three years. An OEM authorization letter is required if the quoter is not the manufacturer. Awards are firm fixed price based on best value evaluation of price, technical capability, socioeconomic considerations, and past performance. Service Contract Act Wage Determination No. 2015-4235 Rev 27 applies. Amendment 0001, posted September 8, clarifies calibration timing, preferred dose size, and daily order volume.
