About this opportunity

The Department of Veterans Affairs Network Contracting Office 9 has issued a Special Notice announcing its intent to award a sole-source, firm-fixed-price contract to Johnson Control for security locks and features at the Tennessee Valley VA Medical Center in Nashville, Tennessee. The contract covers various security system components, including installation services, security readers, alarm contacts, cabling, and power supplies. Through initial market research, the VA determined that Johnson Control is the only responsible source capable of providing the required brand name security system and lock items. The sole-source justification is rooted in maintaining the existing service maintenance contract and ensuring equipment warranty and preventative maintenance. The opportunity is classified under NAICS code 333310 with a size standard of 1,000 employees and falls under the Product Service Code 6350 for miscellaneous alarm and security detection systems.

Contractors interested in this opportunity must submit their responses to Delaney Dickey by December 13, 2024, at 10:00 AM CST, with specific requirements for business documentation. Respondents must provide detailed information about their business size, socio-economic status, including whether they are a small, disadvantaged, Hub Zone, woman-owned, or veteran-owned business. Non-OEM contractors are required to submit authorization letters from specific manufacturers like Johnson Controls and HID Corporation. While the VA is mandated to consider Service-Disabled Veteran Owned Small Business (SDVOSB) set-asides, this opportunity is currently planned as a sole-source award to Johnson Control. All potential offerors must be registered in the System for Award Management (SAM) at www.sam.gov, and veteran-owned businesses must also be registered in the VetBiz Registry. No subcontracting opportunities are anticipated for this contract.

The Department of Veterans Affairs Network Contracting Office (NCO) 9 intends to issue and award a Sole Source single award Firm-Fixed Price contract for various security locks and features to large business, Johnson Control. This requirement is for the Tennessee Valley VA Medical Center (Nashville Campus), 1310 24th Ave. South, Nashville, TN 37212. It has been determined that, through initial Market Research, only 1 (one) responsible source can provide the required brand name Security System and Lock Items, as identified below, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(ii), only one source.

To avoid voiding the service maintenance contract put in place at TVHS VAMC, it s in the best interest of the Government to have the Johnson Control. If the installation is not provided by Johnson Control the equipment will not be covered under the service maintenance contract for preventative maintenance and repairs. This requirement will be sole-sourced to Johnson Control for the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract.
