About this file
This Special Notice announces the Department of Veterans Affairs Network Contracting Office 9's intent to issue a sole-source, firm-fixed-price contract to Johnson Control for security locks and features at the Tennessee Valley VA Medical Center in Nashville. The requirement includes installation services, security readers, enclosures, alarm contacts, cabling, card readers, and power supplies, with specific equipment requirements detailed across 14 line items. The sole-source justification stems from Johnson Control being the only vendor that can provide the required brand name security system while maintaining the existing service maintenance contract coverage.
Responses are due by December 13, 2024, at 10:00 AM CST to Delaney Dickey. While the VA is mandated to consider SDVOSB set-asides, this opportunity is planned as a sole-source award. Non-OEM contractors must provide authorization letters from seven specified manufacturers including Johnson Controls, HID Corporation, and Magnasphere. The NAICS code is 333310 with a size standard of 1,000 employees. All respondents must be registered in SAM.gov, and SDVOSB/VOSB firms must be registered in the VetBiz Registry.

Special Notice
The Department of Veterans Affairs Network Contracting Office (NCO) 9 intends to issue and award a Sole Source single award Firm-Fixed Price contract for various security locks and features to large business, Johnson Control. This requirement is for the Tennessee Valley VA Medical Center (Nashville Campus), 1310 24th Ave. South, Nashville, TN 37212. It has been determined that, through initial Market Research, only 1 (one) responsible source can provide the required brand name Security System and Lock Items, as identified below, in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(ii), only one source.
To avoid voiding the service maintenance contract put in place at TVHS VAMC, it’s in the best interest of the Government to have the Johnson Control. If the installation is not provided by Johnson Control the equipment will not be covered under the service maintenance contract for preventative maintenance and repairs. This requirement will be sole-sourced to Johnson Control for the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract.
