About this opportunity
The Defense Logistics Agency Aviation is seeking to establish an Indefinite Quantity Contract (IQC) for cable assemblies (NSN: 6150-01-357-6183), specifically a power cable assembly classified as a critical application item. The solicitation is for 1,952 units with a required delivery of 180 days to facilities across the Continental United States. This procurement involves technical data subject to export control regulations, meaning contractors must have an approved US/Canada Joint Certification Program (JCP) certification and complete specific export-controlled technical data training. The contract will include a 5-year base period with no additional options, and pricing will be evaluated based on the Estimated Annual Demand. Proposals are to be submitted to the Bid Custodian, with an anticipated solicitation release date of February 21, 2025, and a response deadline of the same date.
The opportunity is designated as a Total Small Business Set-Aside, meaning only small business concerns will be considered for the contract. The solicitation will utilize a Reverse Auction process, and electronic proposals via DIBBS are not acceptable. The contract will involve procurement notice L09 and has terms of FOB Origin with inspection and acceptance occurring at origin for DLA Direct. While specific award values are not disclosed, the contract will include a Guaranteed Minimum to be cited in the full solicitation. The technical complexity of the cable assemblies is highlighted by requirements for Government First Article Testing (GFAT) and surge capabilities, and the procurement falls under NAICS code 334419. Interested contractors must navigate complex export control requirements, including potential restrictions on disclosure of technical data to foreign nationals or entities.
