About this opportunity

The Department of Veterans Affairs, Veterans Integrated Service Network 2 (VISN 02), issued a Special Notice of Intent on April 23, 2026, regarding the procurement of PB980 Ventilator Batteries for the James J. Peters VA Medical Center in Bronx, New York. The notice indicates the government's intent to award a firm-fixed-price single-source contract to Covidien Sales LLC (doing business as Medtronic) under Federal Acquisition Regulation 12.102(a) authority. The applicable North American Industrial Classification System code is 335910 (Battery Manufacturing) with a small business size standard of 1,250 employees, and the product service code is 6140 (Batteries, Rechargeable).

The purpose of this Special Notice is to inform the contracting community of the government's intention to proceed with a single-source award while inviting capable contractors to submit detailed capability statements demonstrating their ability to meet all requirements. Interested parties must submit their capability statements via email to latriece.bruce@va.gov no later than May 8, 2026, at 12:00 PM Eastern Standard Time, and must be registered in the System for Award Management (SAM) prior to submission. Although this notice is not a request for competitive proposals, any responsible source believing it can fulfill the government's complete requirements is encouraged to respond. The government explicitly reserves the right to determine whether to issue a competitive solicitation based on the quality and substance of received responses, making this decision solely within its discretion. Prospective contractors should provide clear and convincing evidence of their capability to supply all equipment and services as specified in the notice.
