About this opportunity

The Department of Veterans Affairs Veterans Integrated Service Network 8 is soliciting quotes for a new Uninterruptible Power Supply (UPS) and Main Power Distribution Unit (PDU) system to support activation of the SCC VA Police Communications Center at James A. Haley Veterans Hospital in Tampa, Florida. The procurement requires comprehensive turnkey services including project management, design and coordination, procurement, delivery, installation, testing, removal of the existing distribution system, and warranty support. Specific equipment required includes one APC Symmetra 10kVA UPS (Part # SY10K40F, 208V, 3-phase) and one PDU (Part # 0G-PD40G6FK1-M, 480V input/208V output, 40 kW capacity), along with startup services and removal/disposal of the old UPS system in compliance with EPA regulations. Award will be made to the responsible offeror whose conforming offer is most advantageous based on technical acceptability and lowest price. The deadline for submission is May 4, 2026 at 10:00 AM Eastern Time, with quotes to be submitted electronically to Marcus.Lewis2@va.gov. Offerors must provide OEM letters confirming Certified/Registered Distributor status, complete the Limitations on Subcontracting certificate, and be registered in SAM and certified in VIP at time of submission.

This procurement is set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), under NAICS code 335999 with a 600-employee size standard. No incumbent contractor is identified in the solicitation documents, and no specific budget range or award value is disclosed. The contract encompasses four primary line items: one UPS unit, one PDU unit, one startup services job for the UPS and PDU combination, and one rigging, removal, and disposal job for the existing system. The place of performance is James A. Haley Veterans Hospital located at 13000 Bruce B. Downs Boulevard, Tampa, Florida 33612, with invoices to be submitted electronically upon acceptance of installation at the delivery destination. Award is anticipated on or before April 21, 2026, though this date appears inconsistent with the May 4, 2026 proposal deadline and likely represents a projection that has been superseded by the amended timeline.
