About this opportunity
The Department of the Navy's Naval Supply Systems Command (NAVSUP Weapon Systems Support) is seeking a sole-source procurement for the repair and refurbishment of one secondary propulsion motor (NSN: 4Y-6105-01-076-0568), with an option for an additional unit. The solicitation, issued under FAR Part 13 Simplified Acquisition Procedures, is specifically targeted at the original manufacturer due to the government's lack of technical data rights and the uneconomical nature of obtaining such rights. The procurement is classified as a 3R repair (second or subsequent repair) and carries a DO-A3 Defense Priorities and Allocations System (DPAS) rating, indicating national defense urgency. The technical requirements include comprehensive teardown, inspection, stator and rotor processing, assembly, testing, and final processing according to SUBMEPP TRIPER Refurbishment Instruction NO 2460-012-0653. The original response deadline was March 11, 2025, but has been extended to April 11, 2025, with responses to be submitted by 5:00 PM.
The contract will be performed for TRF Bangor in Silverdale, Washington, with delivery required within 365 days after contract award. There are no specific set-aside designations for this procurement, and it will be administered under Basic Ordering Agreement N00024-23-G-4303. The solicitation includes provisions for potential over-and-above work, specifically for stator rewind if required after initial evaluation. While specific award values are not explicitly stated, the procurement involves a single secondary propulsion motor with an option for an additional unit. The contractor must comply with confidential-level security requirements and adhere to DPAS regulations. Technical data requirements will be specified in DD Form 1423, and the contracting officer reserves the right to exercise the option quantity within 180 days of the effective date. The TRIPER serial number for this order is 059TR00167, and SUBMEPP (N45404) approval of certifications is required 20 days prior to material shipment.
