About this opportunity

The Department of the Air Force Air Combat Command seeks furnished student housing for 6th Combat Training Squadron personnel attending the Tactical Air Control Party Formal Training Unit/Initial Qualification Course at Nellis Air Force Base, Nevada, with proposals due July 20, 2026. This is a Total Small Business set-aside; competition is restricted to small business concerns, with a 10 percent price evaluation preference available for HUBZone small businesses.

Place of performance is within a 20-mile radius of Nellis AFB, Nevada; the government prefers a single complex but will accept up to four separate facilities. The contractor shall provide fully furnished 2- or 3-bedroom apartments with refrigerated air conditioning and heating, individual temperature controls, kitchens with appliances, queen-sized beds with inner-spring mattresses, linens, towels, washers/dryers or laundry access, Wi-Fi at minimum 30 Mbps, and common area furnishings. All units must meet federal, state, and local occupancy standards and HUD Housing Quality Standards. Emergency maintenance repairs require response within 2 hours and corrective action within 6 hours; non-emergency repairs require response within 24 hours and completion within 3 business days. All security features—deadbolts, window locks, smoke and carbon monoxide detectors, fire extinguishers, and exterior lighting—must function at all times.

The contract consists of five one-year periods of performance from September 20, 2026, through September 19, 2031, on a Firm Fixed Price basis. Housing capacity ramps from 24 students by September 20, 2026, to a maximum of 130 students by June 10, 2027. The NAICS code is 531110 with a small business size standard of $34 million. Award will be made to the lowest priced, technically acceptable offer with acceptable past performance, evaluated without discussions. Offerors must submit a completed price list (monthly cost per unit for 2- and 3-bedroom apartments), apartment addresses, furnishings lists, and a Quality Control Plan. Technical acceptability requires demonstration of understanding and capability to perform apartment leasing; past performance requires two to three federal contract examples involving apartment leases within the past three years.
