Solicitation Summary: FA486126R0009

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services issued by the United States Air Force. The Air Force seeks lodging services for 6 CTS (Contingency Training Support) students attending the TACP (Tactical Air Control Party) Formal Training Unit/Initial Qualification Course at Nellis Air Force Base, Nevada. The requirement is structured as a firm fixed-price contract with five 12-month periods of performance from September 20, 2026, through September 19, 2031. The solicitation is a 100% small business set-aside with a NAICS code of 531110 (Real Estate Leasing) and a size standard of $34,000,000. The offer due date is July 7, 2026, at 2:00 PM local time. The primary contracting contact is Yeury Castillo Pena at 702-652-2523.

Offerors must submit completed price lists, apartment locations, and lists of apartment furnishings to demonstrate compliance with the Performance Work Statement. Awards will be made to the lowest priced, technically acceptable offer with acceptable past performance, evaluated without discussions. Technical acceptability requires clear demonstration of understanding the requirements and ability to perform apartment leasing services. Past performance evaluation requires 2-3 recent examples of relevant Federal contracts for apartment leases within the past three years and will assess offerors using a confidence rating matrix (Satisfactory, Unknown, or Unsatisfactory). The evaluation also includes a 10% HUBZone price evaluation preference for qualifying small business concerns. Payment will be made through the Wide Area WorkFlow (WAWF) system using Invoice 2in1 document type for fixed price services.

Tax on Certain Foreign Procurements-Notice and Representation (Jun 2020)

(a) Definitions. As used in this provision-

Foreign person means any person other than a United States person.

Specified Federal procurement payment means any payment made pursuant to a contract with a foreign contracting party that is for goods, manufactured or produced, or services provided in a foreign country that is not a party to an international procurement agreement with the United States. For purposes of the prior sentence, a foreign country does not include an outlying area of the United States.

United States person as defined in 26 U.S.C. 7701(a)(30) means

(1) A citizen or resident of the United States;

(2) A domestic partnership;

(3) A domestic corporation;

(4) Any estate (other than a foreign estate, within the meaning of 26 U.S.C. 701(a)(31)); and

(5) Any trust if-

(i) A court within the United States is able to exercise primary supervision over the administration of the trust; and

(ii) One or more United States persons have the authority to control all substantial decisions of the trust.

Any exemption claimed and self-certified on the IRS Form W-14 is subject to audit by the IRS. Any disputes regarding the imposition and collection of the 26 U.S.C. 5000C tax are adjudicated by the IRS as the 26 U.S.C. 5000C tax is a tax matter, not a contract issue. The IRS Form W-14 is provided to the acquiring agency rather than to the IRS.

52.212-2 Evaluation-Commercial Products and Commercial Services. (Deviation 2026-O0038) (Tailored) (Feb 2026)

Evaluation-Commercial Products and Commercial Services (Feb 2026) (Deviation 2026-00038)

(a) Evaluation factors. The Government will award a contract resulting from this solicitation to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors will be used to evaluate offers:

- Factor 1 - Price

- Factor 2 - Technical

- Factor 3 - Past Performance

Award will be made to the Offeror whose Acceptable Technical Proposal represents the Best Value to the Government. Best Value will be determined by the Lowest Priced Technically Acceptable offer along with an Acceptable Past Performance rating. Offers will be rated by Total Evaluated Price (TEP) and then by technical acceptability, followed by past performance. The Government will begin the technical evaluations with the lowest priced offer. Once a lowest priced, technically acceptable offer with acceptable past performance is identified, evaluations will cease.

. The Government will evaluate an offer by TEP. The Government will determine the total evaluated price for all offers by first adding the total price for all Factor 1 - Price ordering periods as outlined in Attachment 2 - Price List. Then, the price of the six-month extension will be calculated by taking 50% of the final ordering year's total price.

Evaluation of options shall not obligate the Government to exercise the option(s). This is for evaluation purposes only. During contract performance, exercise of the six-month extension will be done at the price of the previous performance periods price.

If only one offer is received, the Government may use various price analysis techniques and procedures to ensure a fair, reasonable, and realistic price. It is expected that the competitive nature of this acquisition will drive price reasonableness and fairness.

. Technical acceptability will be determined on an Acceptable or Unacceptable basis. To be determined technically acceptable the Contractor shall Factor 2 - Technical provide an offer that clearly meets the requirements of the Solicitation and demonstrates the Contractor's ability to perform the services in accordance with the Performance Work Statement(PWS).

Technical Acceptable/Unacceptable Ratings

Rating Description

Performance and Integrity Information System(FAPIIS). If the Offeror has one (1) or more active FAPIIS exclusions, the overall rating is Unacceptable, and the proposal will not be evaluated further.

Provide evidence of at least (2) two but no more than (3) three recent examples of Federal Contracts. Past Performance will be evaluated for recency. Confidence Rating Matrix

Rating Description

Satisfactory (1) Any Past Performance Ratings of Satisfactory, Good, and Exceptional will be rated as Satisfactory Confidence.

Unknown (0) Any Ratings of Neutral, or Contractor's without any Past Performance references will be rates as UnknownPast Performance Confidence.

Unsatisfactory (-1) Any Ratings of Marginal and Unsatisfactory will be rated as Unsatisfactory Confidence. Past Performance

The Government will evaluate the quality of the offeror's past performance by analyzing past performance received and other past performance information data independently obtained from Government and/or commercial sources which may include, but not limited to: Contractor Performance Assessment Reporting System (CPARS), the Past Performance Information Retrieval System (PPIRS); Federal Awardee Performance and Integrity Information System (FAPIIS); or other databases.

Offerors without a record of past performance, or for whom information is so sparse that no confidence assessment rating can be reasonably assigned, will not be evaluated favorably or unfavorably on past performance and, as a result, will receive an "Unknown Confidence" rating. A strong record of relevant past performance may be considered more advantageous to the Government than an "Unknown Confidence" rating.

The Contract will be awarded to the offeror with the lowest evaluated price that is also deemed technically acceptable, and responsible in accordance with RFO Subpart 9.1, who also obtained a Past Performance Rating of at least Unknown Confidence and has no negative FAPIIS or CPARS or PPIRS.

The Government intends to evaluate proposals and award one (1) contract without discussions with offerors. Therefore, the offeror's initial proposal shall contain the offeror's best terms. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.

A written notice of award or acceptance of an offer shall result in a binding contract utilizing the offeror's Acceptable proposal.

(b) Options (if applicable). The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Options (if applicable)Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. The evaluation of options does not obligate the Government to exercise the option(s).

(c) Notice of award. A written notice of award or acceptance of an offer furnished to the successful Offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
