About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 4 is procuring installation of a patient elopement prevention and real-time location system (RTLS) at Wilmington VA Medical Center; this solicitation was cancelled on August 18, 2026 by Standard Form 30 Amendment, with a new solicitation to be issued at a future date.
The underlying project (460-24-009) is a 100% Service-Disabled Veteran-Owned Small Business set-aside. Place of performance is Wilmington VA Medical Center, 1601 Kirkwood Highway, Wilmington, Delaware 19805. NAICS code 238210 (Electrical Contractors); PSC code 5999.
The scope encompasses design, supply, installation, configuration, and commissioning of an RTLS and elopement prevention system serving the Continuing Life Care facility (Building 17) and Fourth Floor (Building 1). Deliverables include 60 plus 20% overflow patient wander management bands for CLC and 15 bands for the fourth floor; real-time location visibility across protected floor areas displayed on interactive floor plans at three nurse stations with mobile and tablet access; integration with seven elevators including elevator travel cable replacement; door control system integration; emergency power installation; system commissioning; and staff training for up to 40 clinical personnel. The system removes fall detection and nurse call features from scope. Infection Control Risk Assessment requirements mandate Type D construction precautions (Class III/IV) due to highest-risk patient care areas and major demolition scope.
The estimated construction cost ranged from $250,000 to $500,000, with mandatory completion in 145 calendar days from notice to proceed. The contract is firm-fixed-price. Performance and payment bonds at 100% of contract price are required. Prevailing wage rates apply under the Davis-Bacon Act for Delaware New Castle County building construction. Subcontracting is limited to 75% of contract value for non-similarly-situated subcontractors. Eligible bidders must be registered and certified in VETCERT, registered in SAM, and listed in the VETS-4212 Database.
Prior to cancellation, the solicitation underwent multiple deadline extensions and protest suspension. The original proposal due date (May 22, 2026) was extended to June 9, then June 15, then June 29, 2026 at 3:00 PM EDT. The solicitation was suspended June 18 pending protest resolution. Written questions were due May 5, 2026; a pre-bid site visit was held April 28, 2026. Point of contact: Contract Specialist Hanna Karmazyn, Hanna.Karmazyn@va.gov, 302-332-5107. Contracting Officer: Cheryl Roberts.
