About this opportunity
The Defense Logistics Agency Aviation Richmond is conducting market research for wiring harness branch components for F-16 aircraft under NSN 5995-01-480-2004, classified under NAICS code 334419 (Other Electronic Component Manufacturing). This pre-solicitation notice for potential solicitation SPE4A6-26-R-0011 seeks to identify qualified parties with the resources and capabilities to support this requirement. Interested organizations must provide basic company information including contact details, size, and ownership type, along with tailored capability statements demonstrating their technical qualifications and any anticipated subcontracting arrangements. The government will evaluate responses based on four key criteria: ability to provide services consistent with the scope and scale described, capacity to secure necessary financial and technical resources, implementation of successful project management including schedule compliance and cost containment, and overall service delivery capabilities. Responses to this market research are due by October 7, 2025, just five days after the October 2, 2025 posting date.
This opportunity is designated as a Total Small Business set-aside, restricting participation to qualifying small business entities. The notice emphasizes that no solicitation currently exists and that submission of information is purely voluntary with no government financial responsibility for costs incurred by respondents. No specific contract values, award amounts, or budget ranges are disclosed in this pre-solicitation phase. The notice does not identify any incumbent contractors or specify quantities of wiring harness components required, as this information would typically be provided in the formal solicitation that may follow this market research phase. The compressed five-day response window suggests the government is seeking to move quickly through the market research phase to inform their procurement strategy decisions.
