About this opportunity

The Department of the Navy Naval Supply Systems Command (NAVSUP) Weapon Systems Support division in Philadelphia is soliciting repair services for two units of a Control Converter component (NSN 7R5895015336582, P/N 4974204-1) used in H-60 helicopters in support of Foreign Military Sales (FMS). The procurement requires eligible contractors to provide comprehensive repair and modification services, including all necessary labor, materials, and facilities to restore the government-owned items to operational condition. The government has indicated its intent to solicit only one source—Raytheon Company—under FAR 6.302-1, citing the lack of technical data necessary to perform the required repairs or manufacture independently. However, all responsible sources may submit capability statements to express interest in the work. The government will consider all proposals received within five days of the synopsis publication, with the final determination to compete remaining solely within government discretion. The proposal due date is February 12, 2026, and source approval from the government is required for any contractor not already approved to perform repair work.

This procurement carries no set-aside designation and represents a non-competitive solicitation with Raytheon Company as the identified incumbent source. While no specific award value is disclosed in the synopsis, the contract involves the repair of two units of communications equipment and related components for military aviation support. Contractors who are not approved sources must submit source approval information with their proposals as detailed in the NAVSUP-WSS Source Approval Information Brochure for Repair, though the government will not delay award pending completion of new source approval processes. The work falls under NAICS code 334290 (Other Communications Equipment Manufacturing) and is categorized under PSC 7G20 (IT and Telecom—Network: Analog Voice Products). The timeline from posting to proposal deadline spans approximately six weeks, providing interested contractors a defined window to demonstrate their capability and qualifications for this specialized repair requirement.
