About this opportunity
The Department of Veterans Affairs (VA), James A. Haley Veterans Hospital, is procuring Vocera Smart Badges through a sole source contract under the NASA SEWP Government-Wide Acquisition Contract (GWAC). This is a brand-name only procurement representing an upgrade to the existing Vocera communication system currently deployed at the facility, which the VA has determined is significantly more cost-effective than replacing the entire infrastructure. The procurement is being conducted in accordance with FAR 6.302-1, citing that Vocera Smart Badges are proprietary technology and that only one responsible source can satisfy the agency's requirements. This is not a competitive solicitation, and the VA will not be accepting proposals; however, interested vendors may submit capability statements via email to Contracting Officer Marcus Lewis at Marcus.Lewis2@va.gov for consideration in future requirements. The deadline for submitting capability statements is January 14, 2026, at 9:00 AM Eastern Time.
This procurement is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside, with Alvarez LLC identified as the intended sole source awardee and the exclusive authorized SDVOSB distributor of Vocera Smart Badges under the NASA SEWP contract. The market research supporting this sole source justification confirmed that while two GSA vendors met SDVOSB qualifications, neither could supply the complete solution required by the hospital. The acquisition involves 265 new Vocera V5000 Smartbadges and related accessories to replace outdated B3000N devices and implement a shared device system for nursing services, with technical specifications including a 2.4" touchscreen, hands-free capabilities, USB-C charging, and Wi-Fi connectivity. The specific estimated award value is not disclosed in the notice, though the requirement is being executed under simplified acquisition procedures for commercial items. The place of performance is James A. Haley Veterans Affairs Hospital in Tampa, Florida, with an effective date of December 30, 2025.
