About this file

This document is a Sole Source Justification under Simplified Acquisition Procedures for Certain Commercial Items from the Department of Veterans Affairs (VA). The VA's James A. Haley Veterans' Hospital in Tampa requires 265 new Vocera V5000 Smartbadges and related accessories to replace outdated B3000N devices, implementing a shared device system for nursing services. The specific equipment must meet detailed technical specifications, including a 2.4" touchscreen, hands-free capabilities, USB-C charging, Wi-Fi connectivity, and integration with existing healthcare systems.

The procurement will be executed through the NASA SEWP (Solutions for Enterprise-Wide Procurement) contract vehicle, with Alvarez LLC identified as the only vendor capable of providing all required items. Market research confirmed that while two GSA vendors met SDVOSB qualifications, neither could supply the complete solution. The justification follows FAR 13.5 guidelines for restricting competition, with the primary rationale being that only one responsible source can satisfy the agency's requirements. The effective date is 12/30/2025, with the acquisition supporting the hospital's equipment modernization and operational continuity goals.

DEPARTMENT OF VETERANS AFFAIRS

SOLE SOURCE JUSTIFICATION UNDER SIMPLIFIED PROCEDURES FOR CERTAIN COMMERCIAL

ITEMS IN ACCORDANCE WITH FAR 13.5

Acquisition Plan Action ID: 36C248-26-AP-1539

1. Contracting Activity: Department of Veterans Affairs, VISN 08, 673 Medical Center James A. Haley

2237 # : 673-26-1-856-0019

2. Nature and/or Description of the Action Being Processed: The James A. Haley Veterans’ Hospital in Tampa needs 265 new Vocera V5000 Smartbadges and related accessories. The older B3000N devices they’ve been using are outdated and no longer supported. The hospital has already started using the newer V5000 model in Acute Care and wants to expand it to nursing services. Instead of giving every nurse their own device, they’ll use a shared device system, which is more efficient. This purchase follows the hospital’s plan to replace old equipment and support future growth.

3. Description of Supplies/Services Required to Meet the Agency’s Needs: James A. Haley is requesting contractors provide brand name only equipment that meets the physical, functional, and performance of the listed salient characteristics in the physical characteristics section. In addition, the equipment must operate with current Vocera Platform Software.

Equipment must have the physical characteristics needed for integration with Interactive Patient Care Integration, CPRS STAT/PRN Notification, and Rauland® Nurse Call Integration. Additional physical and salient characteristics include:

4. Statutory Authority Permitting Restricted Competition:

FAR 13.5 Simplified Procedures for Certain Commercial Items. The statutory authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. § 1901 and is implemented by FAR 13.106-1(b)(2) for restricting competition on this procurement. Competition is restricted on this procurement for the reason below:

( x ) Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements

( ) Unusual and Compelling Urgency ( ) Industrial Mobilization, Engineering, Developmental or Research Capability or Expert

Services ( ) International Agreement ( ) Authorized or Required by Statute ( ) National Security ( ) Public Interest

5. Demonstration that the Contractor’s Unique Qualifications or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority):

The selected vendor is the only authorized source within the NASA SEWP contract vehicle capable of providing all of the required items for this acquisition. Market research was conducted on the GSA schedule; however, not all requested items were available through GSA. As a result, the procurement was executed through NASA SEWP to ensure complete fulfillment of the requirement.

This request specifies a name-brand solution because the existing system has reached the end of its useful life. Replacement parts are no longer available, and the system is no longer covered under warranty. The requested items represent an upgrade to the current system to maintain operational continuity and meet mission requirements.

6. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable: Market research was conducted to identify potential sources capable of fulfilling the requirement. NASA SEWP was determined to be the only contract vehicle able to provide all requested products. While GSA identified two vendors that met SDVOSB qualifications, neither could supply the complete set of items required for this acquisition.

This acquisition utilizes NASA SEWP, a Government-Wide Acquisition Contract (GWAC), in accordance with FAR 8.002 and FAR 8.004, which prioritize the use of established contract vehicles over open market purchases. Ordering procedures under GWACs are governed by FAR 16.505(b).

Effective Date: 12/30/2025 Revision: 02 Acquisition ID#: 36C248-26-AP-1539

7. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: The pricing under NASA SEWP, a Government-Wide Acquisition Contract (GWAC), has already been determined fair and reasonable at the contract level in accordance with FAR 16.505(b)(3). This determination is based on the competitive award process and pricing analysis conducted by the GWAC program office. Therefore, the anticipated cost to the Government for this order is considered fair and reasonable.

8. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Market research confirmed that the requested items are available under NASA SEWP Contract Number NNG15SD19B. Further review of the NASA SEWP database identified Alvarez LLC as the only vendor capable of providing all items required for this acquisition. While GSA identified two vendors that met SDVOSB qualifications, neither could supply the complete set of items required for this acquisition.

9. Any Other Facts Supporting the Use of Other than Full and Open Competition: N/A

10. Listing of Sources that Expressed, in Writing, an Interest in the Acquisition:

Alvarez | Robert Slover | rslover@alvarezit.com | Phone: 571-386-0117

11. A Statement of the Actions, if any, the Agency May Take to Remove or Overcome any Barriers to Competition before Making subsequent acquisitions for the supplies or services required: At present, Alvarez LLC is the only vendor under NASA SEWP capable of providing all items required for this acquisition, and no vendor on GSA can supply the complete solution. To mitigate barriers to competition for future procurements, the agency will continue to conduct comprehensive market research, engage with industry to identify emerging sources, and evaluate alternative contract vehicles. Additionally, the agency will monitor technological developments and vendor capabilities to determine whether other suppliers can meet these requirements in subsequent acquisitions.

12. Requirements Certification: I certify that the requirement outlined in this justification is a Bona Fide Need of the Department of Veterans Affairs and that the supporting data under my cognizance, which are included in the justification, are accurate and complete to the best of my knowledge and belief.
