About this opportunity

The Department of Veterans Affairs Technology Acquisition Center has awarded a task order under the NASA Solutions for Enterprise-Wide Procurement contract NNG15SC67B to Cynergy Professional Systems for Motorola police radio communications equipment on a sole-source basis, effective September 10, 2026.

The justification rests on interoperability and mission-critical functionality. Market research conducted in January 2026 evaluated competitors including Harris, Kenwood Viking, L3Harris, and EF Johnson but determined that only Motorola CommandCentral AXS provides full interoperability with the region's existing Motorola ASTRO 25 infrastructure. Alternative platforms present unacceptable operational risks, including dropped communications, roaming failures, and loss of encrypted communications access. Cynergy, a certified Service-Disabled Veteran-Owned Small Business located in Laguna Hills, California, holds authorized Motorola OEM reseller status and possesses access to OEM-protected software, system keys, and firmware unavailable through unauthorized vendors. The acquisition is justified under 38 U.S.C. 8127(c), the Veterans First Contracting Program.

Deliverables include Motorola APX N30 Radios, CommandCentral AXS Dispatch Consoles, radio programming, console installation, necessary equipment and labor, and one year of maintenance support. Two one-hour training sessions on AXS console operation will be conducted upon completion. Place of performance is VA Southern Nevada Healthcare System in North Las Vegas, Nevada. Pricing is based on NASA SEWP GWAC catalog pricing determined fair and reasonable. Cynergy maintains Excellent performance ratings on the SEWP program. The Advocate for Competition approved the acquisition on August 11, 2026.
