About this opportunity

NASA's Shared Services Center has published a Special Notice for the sole source procurement of 55 EnSci ozonesondes for the Ascension Island SHADOZ program. The agency intends to award this contract to JH ACQUISITION, LLC under FAR 13.106-1(b)(1)(i), having determined that this company is the sole provider of the required 55 EnSci ozonesondes. This procurement falls under NAICS Code 334516 for Analytical Laboratory Instrument Manufacturing and will be executed using commercial items and services provisions under FAR Parts 12 and 13. Performance will be located at NASA Goddard Space Flight Center, with the contract covering a one-year supply period from September 2025 to August 2026. The instruments will be shipped to US Space Force personnel in Melbourne, Florida, before deployment to the Ascension Island SHADOZ station.

The primary objective of this procurement is to maintain the long-term ozonesonde measurement capabilities at the SHADOZ station on Ascension Island, supporting multi-decadal balloon-borne ozone profile records essential for satellite validation, ozone and pollution trend analysis, and climate studies. Organizations interested in demonstrating their capabilities must submit written qualifications to the designated points of contact no later than 12:30 p.m. Central Standard Time on July 7, 2025, with oral communications not being acceptable. These submissions will be evaluated solely to determine whether the procurement should proceed on a competitive basis, though the government retains full discretion in making this determination. The procurement specifically requires EnSci Electrochemical Concentration Cell ozonesondes and balloon reels to ensure consistency with existing measurement records and compatibility with current ground data collection systems. Station operators will be responsible for preparing, launching, and collecting data from the ozonesondes before transmitting results to NASA/GSFC in Greenbelt, Maryland.
