About this opportunity
The United States Coast Guard Surface Forces Logistics Center announces its intent to award a sole-source purchase order to Quantum Marine Engineering, Inc. for OEM hydraulic fin stabilizer repair services aboard CGC Vincent Danz, with a response deadline of September 16, 2026. This procurement is restricted to a single source under the "Only One Source Is Available" rationale; Quantum Marine Stabilizers is the sole authorized vendor certified by the OEM with exclusive technical proprietary data required to repair the Quantum Marine Stabilizers Model QC-1500 fin stabilizer system.
The Coast Guard seeks removal, installation, and repair of the vessel's starboard fin stabilizer, which seized during crash stop testing. The contractor must coordinate with an on-site dive team to free the seized fin, return it to zero degrees, calibrate the tiller, perform quality assurance checks, and conduct post-repair testing in accordance with OEM and Coast Guard standards. Work is performed aboard CGC Vincent Danz in Santa Rita, Guam, over a maximum of two consecutive business days between September 21, 2026, and October 21, 2026. Scope includes labor, travel, and lodging expenses.
This notice serves to inform industry of the government's sole-source intent and to conduct market research identifying alternative sources capable of satisfying the requirement. Companies that believe they can meet this requirement are invited to submit a written Capability Statement demonstrating ability to provide equivalent services, including company details, CAGE code, UEI number, business size, and NAICS code. This is not an RFQ, and the government does not intend to issue a contract based on responses to this notice alone.
