About this opportunity

The US Coast Guard Surface Force Logistics Center is soliciting quotes for specialized diving services to inspect rudder bearings on the USCGC FORWARD. The work involves underwater inspection and measurement of port and starboard rudder bearings, including disassembly of the port rudder upper carrier bearing and taking precise feeler gauge readings at four locations on the lower bearings while the vessel remains waterborne. Contractors must provide proof of authorized source status through a valid Letter of Authorization from the Original Equipment Manufacturer or brand owner, and must be registered in SAM.gov with current representations and certifications. The procurement will be evaluated based on best value to the government considering specifications, price, past performance, and quality, with award made on a firm-fixed-price basis using simplified acquisition procedures. Quotes must be submitted by August 4, 2025, at 9:00 AM Eastern Time to Timothy Ford at TIMOTHY.S.FORD@USCG.MIL, and must include detailed cost breakdowns, unit costs, extended pricing, payment terms, and company identification information on letterhead.

This opportunity is designated as a total small business set-aside under NAICS code 336611 (Ship Building and Repairing) with a size standard of 1,250 employees, allowing all responsible small business sources to submit proposals. No incumbent contractors are identified in the solicitation materials. While no specific contract value or budget range is disclosed, the government reserves the right to award on an "all or none" basis to the offeror submitting the lowest aggregate price rather than issuing separate purchase orders for individual items. The period of performance is scheduled for August 14-15, 2025, spanning just two days for the inspection work. All services will be performed at the Coast Guard facility located at 4000 Coast Guard Boulevard in Portsmouth, Virginia 23703, where the vessel will be accessible for the required underwater inspection and measurement activities.
