About this opportunity

The United States Naval Academy (USNA) through the Department of the Navy Naval Supply Systems Command is procuring 500 Adobe Professional License Acrobat Pro ALL MLP Named subscriptions via a sole-source acquisition with Bell Techlogix. The procurement seeks licenses that provide critical PDF editing, text recognition, redaction, and file manipulation capabilities required by multiple USNA organizations including Navy JAG, Human Resources, Academic Provost, and the Commandant of Midshipmen. USNA is leveraging its membership in the Maryland Educational Enterprise Consortium (MEEC), which has negotiated an exclusive agreement with Adobe through Bell Techlogix as the sole authorized reseller. The evaluation will be conducted in two phases, first assessing the vendor's Adobe Inc. Authorized Dealer Certification for acceptability, followed by price evaluation as the primary determining factor for award. Quotes must be submitted electronically in two volumes by 10:00 AM on September 4, 2025, with delivery required within 15 days of contract award through February 27, 2026.

This procurement is designated as unrestricted with no set-aside, though it has a small business size standard of $47,000,000 under NAICS code 513210. Bell Techlogix is identified as the sole source vendor due to their exclusive status as the only Adobe vendor available through MEEC's consortium agreement. The total contract value is $33,525.00 for the 500 licenses, representing a firm fixed price arrangement. The period of performance extends through February 27, 2026, with an initial delivery deadline of September 1, 2025, though the solicitation allows up to 15 days after contract award for fulfillment. Performance will take place at the Naval Academy in Annapolis, Maryland, supporting the institution's operational requirements across multiple departments and functions.
