Qualified vendors must possess an active Export Control Classification Number (ECCN) and an active Unique Entity Identification Number (UEI) registered on SAM.gov at the time of award. The procurement will be evaluated based on technical compliance with detailed specifications and the supplier's ability to meet extended warranty and calibration service requirements, with delivery to NIST-Boulder at 325 Broadway and on-site validation measurements required within three weeks of delivery.

This sources sought announcement applies to all responsible sources, including small businesses in all categories (SB, SDB, WOSB, HUBZone, SDVOSB, and VOSB), with a small business size standard of 750 employees under NAICS 334515. If at least two qualified small businesses are identified during this market research phase that can meet the specifications, the acquisition will be solicited as a small business set-aside; otherwise, the procurement may be opened to all eligible vendors. The requirement includes a 2-year extended manufacturer warranty covering labor and parts, plus a 3-year extended calibration plan with two scheduled calibrations, with demo models acceptable provided the manufacturer warranty and calibration services are included. No specific budget range or award value has been disclosed in this sources sought notice, as the government is using this announcement solely to identify potential vendors and determine the appropriate procurement method and whether small business set-aside criteria can be met.
