About this opportunity

The Department of the Navy Military Sealift Command seeks a 60-day U.S. Jones Act-compliant tanker time charter for transporting jet fuel products, with proposals due October 20 at 1100 Eastern Time. Amendment 0001, issued October 16, reopened the solicitation and extended the charter period from approximately 50 days to 60 days, with intended laydays commencing December 15 and cancelling December 18.

Offerors must provide either a double-hull MR Tanker with inert gas and segregated ballast systems (minimum 260,000 barrels capacity) or an Articulated, Integrated, or Non-connected Tug and Barge (minimum 150,000 barrels capacity). Vessel requirements include SIRE inspection certification, maximum 201-meter LOA, maximum 50,000 MT DWT, 32.3-meter maximum beam, 13-meter manifold height, California Air Resources Board emissions compliance, and minimum speed of 13 knots for tankers or 9–10 knots for tugs/barges. Vessels must be less than 20 years old at delivery and maintain class with a recognized classification society. Delivery is at U.S. West Coast ports (Long Beach, CA intended) and redelivery at U.S. West Coast ports (Puget Sound, WA intended).

Award will be made on a firm-fixed-price basis to the lowest evaluated price, calculated as dollars per barrel carried. Fuel is priced at $1,604.88 per metric ton. Evaluation assumes 35 days underway laden, 7 days underway ballast, 9 days in port idle/loading, and 9 days in port discharging. Vessel crews operating in the Red Sea, Bab al-Mandeb Straits, and Gulf of Aden receive imminent danger pay of $225 monthly or $7.50 daily. The NAICS code is 483111, Deep Sea Freight Transportation. The government intends award without discussions but reserves the right to conduct discussions if necessary. Offerors who submitted timely offers under the original RFP must reaffirm or resubmit by the October 20 deadline.
