About this opportunity
The Department of the Navy Military Sealift Command seeks proposals for a 50-day dry cargo time charter, with offers due July 24, 2026 at 1300 Eastern Time (extended from July 22 via Amendment 0002). The procurement is unrestricted (no set-aside) and anticipates multiple awards for up to three vessels, with each vessel individually required to meet the full solicitation scope.
Place of performance is the United States, with delivery and redelivery at Tacoma, Washington. The Government seeks U.S. or foreign flag, self-sustaining Roll-on/Roll-off vessels capable of carrying a minimum of 130,000 square feet of military cargo (wheeled vehicles, tracked vehicles, and breakbulk) with a minimum laden speed of 15 knots. Laydays commence or cancel on August 29, 2026, September 2, 2026, or September 6, 2026; offerors must indicate availability for one or more of these dates and provide vessel itinerary to confirm layday compliance (Amendment 0001, July 16).
Evaluation awards up to three firm-fixed-price contracts to responsible offerors with technically acceptable proposals at the lowest evaluated price. Price evaluation includes charter hire rates for the 50-day period plus fuel costs based on 34 days underway laden, zero days underway ballast, and 16 days in port idle, using Marine Gas Oil at $1,188.68 per metric ton (Fiscal Year 2025 DLA standard). Valid submissions require ship name, price, and signature; technical submissions must include USCG Certificate of Inspection with 835 and class society deficiencies, detailed stow plan with trim and stability calculations, minimum two supercargo per vessel, lashing gear, and full fuel tanks. This is a FAR Part 12 acquisition under FAR 15 Contracting by Negotiation. NAICS 483111 (Deep Sea Freight Transportation); PSC V124 (Marine Charter).
