About this opportunity

The 50th Civil Engineering Squadron at Schriever Space Force Base is conducting market research to solicit information on maintaining the HSQ Energy Management Control System (EMCS), with responses due July 17, 2026. This procurement is intended as a sole source to HSQ Tech, Inc.; the Air Force is seeking industry input on whether any other company can maintain the HSQ EMCS at Schriever SFB and, if so, whether that company qualifies as a small business.

Performance takes place at Schriever Space Force Base and covers 19 buildings plus the main electric substation. The contractor shall provide nonpersonal services including firmware updates, software updates, graphics updates, automation controls analysis and optimization, and emergency response (online within 3 hours of notification 24/7/365, and on-site within 72 hours for critical failures). The contractor must designate primary and alternate program managers, deliver updates upon release with quarterly on-site training for facility staff, document all service calls, and update the FALVSB Disk back-up system during quarterly maintenance visits. Work orders may be issued for additional support via Firm-Fixed-Price quotes broken down by labor rates (with burdens), proposed hours, and parts costs.

Security requirements include NACI clearance and badge procedures for restricted-area access. All contractor employees must complete mandatory Environmental Management System training. Environmental compliance obligations include Clean Air Act, Clean Water Act, and RCRA adherence with spill response procedures. All performance objectives carry zero-deficiency thresholds. The attached Performance Work Statement details scope, effective June 1, 2026.
