About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking a five-year Long-Term Contract (LTC) for the repair of display components, specifically digital indicators identified by National Item Identification Numbers (NIINs) listed in Exhibit A. The contract is designated as a fixed-price requirements contract, with repair work to be performed at the contractor's facility in Phoenix, Arizona. Honeywell International Inc. (CAGE code 5Y043) has been identified as the sole source provider due to its exclusive possession of full repair capability and proprietary technical data, drawings, and repair rights that are not available to the government. The solicitation establishes specific performance requirements including Repair Turnaround Time (RTAT) standards ranging from 89 to 283 days depending on the item, mandatory reporting of transactions in the Commercial Asset Visibility (CAV) system within five business days of occurrence, and detailed record-keeping and quality assurance procedures. The proposal deadline is February 16, 2026, with an anticipated contract start date of November 23, 2026 and completion date of November 22, 2031.
This solicitation carries no set-aside designation, and Honeywell International Inc. is the identified incumbent and sole-source contractor for this requirement. The estimated contract value is based on projected annual quantities of digital indicator repairs ranging from zero to 143 units per year across six line items, with unit prices varying from $66,927.00 to $141,825.00 depending on the specific indicator type and associated repair complexity. The five-year contract encompasses an induction period of 365 days after award, during which assets may be submitted for repair, with quantity projections showing a general declining trend from Year 1 through Year 5. The place of performance is Phoenix, Arizona 85027, USA, where Honeywell International Inc. maintains its approved repair facility. This sole-source procurement reflects the specialized nature of the repair capability required and the government's lack of access to the complete technical documentation necessary to develop competitive sources.
